Bring water to a boil in a large pot, add salt and rice boil until 80 percent done, drain and set aside.
Heat oil in a large pot or deep bottom pan.
Add some food color and salt to the potatoes, fry for 5 to 7 minutes, add the onions, cook for another 5 minutes.
Add paneer, carrots, chopped cilantro and salt.
Cook for a minute then add yogurt, Laila's Tandoori Masala, a bit of water, cover and let it cook until all the vegetables are completely done.
Add water if needed. Arrange the rice over the veggies, sprinkle with 2 tbsp cilantro, green peas and saffron.
Cover and cook on very low flame for 10 minutes.
